Tibyan Community Center Traffic Study Report : <br /> <br />Location: Tibyan Community Center, 2401 Lowry Avenue NE, St. Anthony, Minnesota <br />Overview <br /> <br />The Tibyan Community Center is located at the site of the former Bremer Bank, with excellent <br />access to both major collector roads and arterial routes. The center will host a variety of <br />community programs, including religious services, educational programs, and youth activities. <br />While the center is not exclusively a mosque, Friday prayers are expected to generate the highest <br />traffic volumes. However, the overall traffic impact is expected to be minimal, and significantly <br />less than when the site operated as a bank. <br /> <br />Jaylani Hussein compiled this report using data from the Minnesota Department of <br />Transportation, existing traffic studies, and other studies form the area. The analysis follows <br />standard traffic study practices and provides a high-level overview of traffic patterns, concluding <br />that the Tibyan Community Center’s operations will generate minimal impact on local traffic. <br /> <br /> <br />The report examines traffic data from the Minnesota Department of Transportation, focusing on <br />the broader area surrounding the Tibyan Community Center. It also analyzes the center's specific <br />usage patterns, ensuring that anticipated traffic aligns with the area's existing flow and minimizes <br />any potential impact. <br /> <br /> <br />A summary of the data based on the streets and classifications from Minnesota Department of <br />Transportation below in Table 1 and Map 1. <br /> <br />Streets Overview: <br />1. Lowry Avenue NE (CSAH 153) <br />o Location: West of Stinson Boulevard <br />o Daily Traffic Volume: 8,026 vehicles (2021) <br />o Classification: Urban Minor Arterial <br />o Seasonal and Daily Patterns: High weekday and commuter traffic pattern. <br />o Comments: Estimated historical data is applied, with references to historical <br />counts from 2009. <br />3.
