PAGE 8 <br />2.Upgrade Field Lighting to LED <br />Estimated cost: $535,000 <br />Central Park $370,000 <br />Tennis Courts $165,000 <br />The City has spent many years upgrading lighting inside and outside city facilities to LED as part of its <br />sustainability efforts. Staff met with Musco Sports Lighting, LLC and asked for a quote to upgrade all the city’s <br />field lighting, which is in Central Park and at the tennis courts at Water Tower Park. The upgrade would improve <br />the lighting quality and reduce energy consumption, which would lower energy costs in the General Fund and <br />certainly be in alignment with the City’s Climate Action Plan goals and overall objectives. <br />3.Pickleball Courts <br />Estimated cost: $300,000 <br />Cost would increase if sounds mitigation were needed <br />The Parks & Environmental Commission (PEC) has discussed the <br />demand for Pickleball in the community and two locations have <br />been in consideration for a long-term solution. <br />Existing location on Silver Lane on the well house <br />property where an existing tennis court has been <br />utilized as a Pickleball court in recent years. <br />Central Park in one of two locations, either within and <br />shared with the existing ice rink area, or south of the <br />Central Park Pavilion. <br />Either option is about the same cost. At their meeting on September 23rd, the PEC expressed the desire to <br />further discuss the optimal location to recommend based on balancing concerns around noise, existing uses in <br />each location, and impact to sports boosters activities. <br />FUNDING OPTION FOR PARKS REQUESTS <br />The existing Parks Improvement Levy was established only recently, and is primarily utilized to service an <br />interfund loan established to fund the replacement of the tennis courts in Water Tower Park. While staff has <br />proposed an increase to that levy to support small amenity replacements and small enhancements, there is not <br />existing funding for large amenity replacements. The City has a number of funding options: <br />Increase the Parks Improvement Levy significantly to build funds over time <br />Utilize debt financing, as utilized in the past <br />Secure “one-time” funding sources <br />Over the past three years the City Council has expressed the commitment to reduce dependency on debt <br />financing for capital improvement (i.e. street reconstruction) and minimize the overall levy increases each year. <br />The Council also discussed options to close out decertified TIF districts in the Silver Lake Village area with Ehlers <br />at the April 9, 2024 Work Session. No specific plan was identified but closing the decertified districts was <br />identified as the best overall option for utilizing the funds. <br />26
