October 15, 2024 <br />Page 3 <br />While the surrounding community ordinances are mixed in this regard, the introduction of <br />these uses enlarges the marketplace for commercial tenants for building owners, without <br />significant drawbacks to the function of these land uses. As observed in the Roseville example, <br />distinction between the type of industrial district can lead to the compatibility of clinic-style <br />land uses in light industrial areas. The heavy industrial district would raise concerns, but St. <br />Anthony’s industrial area is dominated by lighter uses. <br />SUMMARY AND STAFF RECOMMENDATION <br />Staff recommends approval of the amendment. While there can be concern with mixing <br />commercial and industrial uses, those concerns largely lie in heavy industrial areas. St. <br />Anthony’s district is dominated by lighter industrial activities, only small amounts of <br />warehousing, and other office uses that are already present.
