<br /> <br />MEMORANDUM <br /> <br /> <br />To: Mayor Webster and St. Anthony Village City Council <br />From: Stephen Grittman, City Planner <br />Date: City Council Meeting – September 24, 2024 <br />GC Project No. 140.01 – 24.05 <br />Request: Request for an amendment to a Planned Unit Development in a PUD, <br />Planned Unit Development District <br /> <br />Property Address: 2401 Lowry Avenue NE <br /> <br />Property PID: 07-029-23-23-0002 <br /> <br />PROPOSED COUNCIL ACTION <br />The City Council has before it the consideration of a proposed amendment to the Planned Unit <br />Development District approval at 2401 Lowry Ave. NE. The original PUD District anticipated <br />development of a 76 unit multi-family project, with an expectation that the proposed project <br />would be a “market-rate affordable” project based on the developer’s description of the <br />project. That project did not go forward, as described more fully below. The applicants have <br />purchased the subject property, and propose to develop the site under an amendment to the <br />PUD, incorporating changes to the original proposed land use, and a variety of alterations to <br />the building, primarily interior. <br />The Planning Commission held a public hearing on the request at its regular meeting on August <br />20, 2024. Additional information on the hearing and the Planning Commission <br />recommendations are also included in the material below. The Commission’s recommendation <br />of approval was accompanied by a series of conditions, some of which were added by the <br />Commission as a part of its discussion, and deleting some conditions proposed by staff to which <br />the applicants expressed opposition. <br />Staff’s recommendation is to reincorporate the original staff conditions, and add the conditions <br />included by the Planning Commission. If acceptable to the Council, action by the Council would <br />be as follows: <br />Approval of Resolution 24-063 approving an amendment to the Planned Unit <br />Development District at 2401 Lowry Avenue NE, based on the findings of fact in <br />the staff report for this date, and incorporating the conditions of approval in <br />said resolution.
