To date, staff has identified two options for the Council to consider and explore: <br /> <br />PUBLIC SAFETY FACILITY <br /> <br /> <br /> <br /> <br /> <br /> <br />EXPAND CURRENT FACILITY <br /> <br /> <br /> <br /> <br /> <br />From the beginning of the exploratory process community feedback was clear that in increase to the tax levy as <br />a result of expanding the Police Department was not supported. Thus, revenue from a police services contract <br />would need to cover additional operational costs as well as any capital investment. The scope of facility <br />investment has outgrown a single source of revenue so outside support is necessary. <br /> <br />The common practice in cities today is combining <br />Police and Fire Department facilities into a joint <br />Public Safety Facility model. This allows for shared <br />conference/training, fitness, and the Emergency <br />Operations facilities. <br /> <br />In the exploration process staff engaged with <br />architects to consider options and preliminarily, an <br />approach could work of expanding the existing Fire <br />Department facility. This would address space <br />needs for the Fire Department that has grown since <br />the building was constructed. <br /> <br />This option is estimated to cost $12MM - $15MM, <br />and would require outside assistance in the form of <br />State Bonding, Federal funding, grants, etc. It would <br />also require a re-examination of the City’s Street <br />reconstruction program to avoid levy impact. <br />The existing roof structure is designed to <br />carry snow and wind loads, which are <br />less than the load of a second floor. <br />Thus, lateral expansion and reworking of <br />the current layout would be required. <br /> <br />Architects are working on a plan to <br />maximize what is available as much as <br />possible, at a preliminary estimated cost <br />of $5MM. <br /> <br />This would not include all amenities <br />desired by the department due to the <br />nature of the structure and the options <br />for renovations available. <br /> <br />Some renovations can be started with <br />the contract revenue to better fit needs <br />and make the space more useful in the <br />future use if the department moves.
