October 22, 2024 St. Anthony Council Work Session - 2 <br />Affordable Housing Goals Range Life-Cycle Housing Goal <br />84-152 576 <br />Participating cities are asked to complete a survey annually to report affordable and life-cycle housing <br />opportunities amount. This reporting will be completed at a staff level. <br />The seven-county metro region allocates funds each year to the following focus topics: <br />Housing, Jobs, Efficient Growth <br />Transit Oriented Development (TOD) <br />Re-development <br />Policy Development <br />Clean-up/Investigation <br />Affordable Rental Housing <br />Affordable Home Ownership <br />Solicitations for each area of focus occurs annually, with some of the programs including multiple <br />solicitations each year. Applications must come from a government organization that is a participating <br />city. <br />The City Council is requested to discuss specific items and provide feedback to staff: <br />Discuss opportunities areas to consider housing related grants. <br />Comments and thoughts on the proposed LHIA Resolution. <br />Ms. Morello stated after City Council discussion, staff is recommending passing the resolution to elect to <br />participate in the LHIA at a future City Council meeting. <br />Councilmember Randle asked if this is already a part of the 2024 Comprehensive Plan. He thought this <br />was already in place. Ms. Morello stated there are housing goals identified in the plan. This is an extra <br />step to help the City meet some of those goals. Currently the City is not a participant in the LCA <br />Program. <br />Councilmember Elnagdy asked if this is an opt in program. Ms. Morello stated the City would still need <br />to apply for the grants. This is the first step to getting us in the door for potential grants. Life cycle <br />housing refers to the different life cycle stages of homeownership. <br />Councilmember Jenson asked if life cycle housing applies to retirees to allow them to stay in their <br />homes. Ms. Sarah Berke, Met Council, stated the life cycle housing goal is intended to look at if the <br />market is providing all types of housing within the community. Councilmember Jenson referred to the <br />graphs provided and asked if funding can be provided to an affordable housing complex where the TIF is <br />running out. Can funds be applied to that scenario? Ms. Berke stated they will help the City identify <br />which grants would be appropriate. <br />Mayor Webster asked about the Met Council’s goal on affordable housing. When we see high density <br />from 84 – 152 units, is this income based? Ms. Morello stated that would be referring to the number of <br />units. Ms. Berke stated the units are income based. Mayor Webster asked if a developer came in and <br />built 40 unit building would that fall under the life cycle goal and Ms. Berke stated if it’s not an <br />affordable unit it would be considered.
