PAGE | 1 OF 1 <br />MEMORANDUM <br />To:St. Anthony Village City Council <br />From:Minette Saulog, Sustainability Coordinator <br />Date:November 12, 2024 City Council Meeting <br />Request:Approval of Joint Powers Agreement (JPA) with Ramsey County for the Use of Yard <br />Waste Sites and Organic Drop-Off site for all St. Anthony Residents <br />BACKGROUND <br />Ramsey County has provided the City with a new five-year Joint Powers Agreement (JPA) allowing for <br />the use of yard waste management sites by all St. Anthony residents, and also continues the county’s <br />management of the organics drop-off site in the City Hall parking lot. <br />The City of St. Anthony will continue to forgo its base SCORE funding from Ramsey County in exchange <br />for the use of yard waste sites and organics drop-off site by all St. Anthony residents. <br />This agreement supports both the City of St. Anthony and Ramsey County’s goal of providing yard waste <br />and organics recycling to all St. Anthony residents. <br />Upon approval from St. Anthony City Council, the JPA will then go to the Ramsey County Board for final <br />approval. <br />The current JPA is for a five-year period expiring December 31, 2024. <br />The JPA presented tonight is a five-year JPA that will be in effect from January 1, 2025 through <br />December 31, 2029. <br />RECOMMENDATION <br />The staff recommends approval of the new JPA with Ramsey County. <br />ATTACHMENTS: <br />Joint Powers Agreement <br />Resolution 24-076
