11/7/2024 <br />3 <br />RFP PROCESS SUMMARY <br />Mandatory pre‐proposal site visits attended <br />by 9 companies <br />Received 10 proposals for PW, 8 for Water <br />Treatment Plant <br />Committee consisting of city staff and <br />planner at WSB scored proposals based on <br />criteria such as cost/best value to city, <br />financial strength and stability, previous <br />experience, safety records, engineering <br />analysis, performance monitoring capability, <br />and capacity for customer service and long‐ <br />term maintenance August 7th pre-proposal conference, <br />Water Treatment Plant roof <br />RFP PROCESS SUMMARY <br />Selected developer: All Energy Solar <br />In business since 2009 <br />Solid reputation with good financial and company <br />strength <br />Extensive portfolio of similar projects and experience <br />working with other municipalities <br />Thorough analyses of site conditions and production <br />potential <br />Demonstrated an understanding of both project sites <br />and proposed arrays using equipment that maximizes <br />production and maintaining a reasonable price/cost <br />Most competitive price per watt and lowest total net <br />cost to city on both projects <br />Offers desired level of warranties and service <br />Cross-section of customer map included in developer’s <br />proposal, highlighting projects successfully completed in <br />St. Anthony Village and neighboring areas.
