COMM-SPB01_20240422 1

Minnesota Department of Commerce
85 7th Place East, Suite 280
Saint Paul, MN 55101
October 21, 2024
Minette Saulog
Sustainability Coordinator
City of Saint Anthony Village
3301 Silver Lake Road
Saint Anthony, MN 55418
Dear Minette,
Thank you for your application(s) to the Minnesota Solar on Public Buildings Program. We are pleased to inform
you that your application(s) has/have been conditionally approved. The project(s) and award total(s) are noted
below:
• City of Saint Anthony Village – Water Treatment Facility, SPB24-019, $64,146.00
• City of Saint Anthony Village – Public Works Building, SPB24-018, $65,441.40
To finalize the application, we need every applicant to submit an MOU signed by the utility (Xcel Energy)
indicating there are no foreseen issues with interconnection. We understand this process was a barrier for
applicants. Commerce and Xcel Energy have developed an updated document that meets statute requirements,
and that Xcel is willing to sign in confirmation. We apologize that this is coming late in the process, and for any
confusion this causes/has caused.
The updated document looks similar to one we sent out this summer, but now includes space for the applicant
to enter information regarding grid capacity, and space for Xcel to sign. We have attached the updated MOU
document to this email, as well as a pdf tutorial with instructions to assess grid capacity at your location. A video
tutorial will be posted to the Solar on Public Buildings webpage.
Once we have received this final document, Commerce’s Solar on Public Buildings Program Administrator,
Andrew Ulasich, will contact you to begin the contract negotiation process. While we hope that the contract will
be in place in the very near future, please note that pursuant to State statute, work is not allowed to begin until
a fully executed contract is in place. Once a contract is fully executed, Commerce will provide next steps for
administering your contract, including submitting invoices for reimbursement.
If you have any questions about this notification, please contact energy.contracts@state.mn.us with “Solar on
Public Buildings” in the subject line. Thank you for your commitment to this process and your enthusiasm for the
Minnesota Solar on Public Buildings Program.
