CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 24-079 <br />A RESOLUTION AUTHORIZING ACCEPTANCE OF THE SOLAR ON PUBLIC <br />BUILDINGS GRANT AWARDS AND EXECUTING AGREEMENTS WITH DEVELOPER <br />FOR CITY SOLAR INSTALLATION PROJECTS <br />WHEREAS, The City of Saint Anthony Village Climate Plan outlines priorities to increase usage of <br />renewable energy and explore opportunities for solar panel installation on public <br />facilities; and <br />WHEREAS, The MN Legislature established the Solar on Public Buildings program in 2023 to <br />provide $4.3M in grants to stimulate installation of solar energy systems on public <br />buildings; and <br />WHEREAS, The MN Department of Commerce opened the first round of this grant program in early <br />2024 making it available to local governments within Xcel Energy service territory; and <br />WHEREAS, The City of Saint Anthony Village was eligible to apply for grants up to 60% of system <br />cost per project, and identified the Public Works Building and Water Treatment Plant <br />as candidates for rooftop solar installations; and <br />WHEREAS, The City pursued full grant applications for each site after completing Building <br />Readiness Assessments that determined both buildings to be fit for solar; and <br />WHEREAS, Per application requirements, the City released a Request for Proposals to potential <br />solar developers for both buildings, and identified All Energy Solar as the developer <br />and collaborator for the full grant applications after a competitive review process; and <br />WHEREAS, All Energy Solar has proposed a $106,910 array system for the Water Treatment Plant <br />and a $109,069 array system for Public Works; and <br />WHEREAS, The City was awarded Solar on Public Buildings grants in the amounts of $64,146 and <br />$65,441 for the Water Treatment Plant and Public Works Building, respectively; and <br />WHEREAS, In order to proceed with grant acceptance, the City must provide executed agreements <br />with All Energy Solar for both projects and execute a separate grant agreement for each <br />project with the Department of Commerce. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby authorizes staff to execute <br />contract agreements with All Energy Solar to serve as the developer for the Public Works and Water <br />Treatment Facility rooftop solar projects and authorizes staff to accept Solar on Public Buildings grant <br />awards and execute the grant contract agreements with the Department of Commerce once presented <br />to the City for signature. <br />Adopted this 12a' day of November, 2024. <br />Wendy Webster, ayor F <br />
