CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 24-076 <br />A RESOLUTION APPROVING THE FIVE YEAR JOINT POWERS AGREEMENT WITH <br />RAMSEY COUNTY FOR THE USE OF YARD WASTE MANAGEMENT AND ORGANIC <br />WASTE RECYCLING SITES FOR ALL ST. ANTHONY VILLAGE RESIDENTS <br />WHEREAS, Ramsey County operates a yard waste management system, which includes seven sites <br />for the collection of yard and organic waste from Ramsey County residents; and <br />WHEREAS, Organics policy in the Ramsey County Solid Waste Management Master Plan states <br />that the yard -waste and organic waste recycling sites are "only for residents of Ramsey <br />County"; and <br />WHEREAS, A portion of the City of Saint Anthony is within Hennepin County, and City residents <br />within that area have been allowed to use the County's yard waste sites since 2005, <br />pursuant to a joint powers agreement between the City and Ramsey County; and <br />WHEREAS, The Solid Waste Management Master Plan establishes a goal of placing an organics <br />recycling site in each municipality or within a 15-minute drive from each household in <br />Ramsey County; and <br />WHEREAS, The City of Saint Anthony would like to provide additional organic waste recycling <br />opportunities to all of its residents, in the form of a collection site located within the <br />city, whether the site users reside in Ramsey County or Hennepin County; and <br />WHEREAS, The City of Saint Anthony and Ramsey County have determined that the amount of <br />SCORE funds currently allocated to the City on an annual basis approximate the cost of <br />Ramsey County providing the City of Saint Anthony residents that reside in Hennepin <br />County with yard waste and organics recycling services; and <br />WHEREAS, Ramsey County is willing to make yard waste services and organic waste recycling <br />available to the City of Saint Anthony for a reasonable cost, and provide an exception <br />to the policy identified above to address the practical difficulties of providing yard <br />waste services and organic waste recycling for residents of the City because this City <br />has significant population in the two counties; and <br />WHEREAS, the City is willing to forgo receipt of its allocated SCORE funds for any purpose other <br />than making the Ramsey County yard waste and organic waste recycling sites available <br />to all of its residents. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of St. Anthony Village <br />hereby approve the Joint Powers Agreement between the City of Saint Anthony and Ramsey County <br />for the Use of Yard Waste Management and Organic Waste Recycling Sites using the City's <br />allocation of SCORE funds, for the period of January 1, 2025 through December 31, 2029. <br />
