REQUEST FOR COUNCIL CONSIDERATION <br />To:Saint Anthony Village City Council <br />From:Charlie Yunker, City Manager <br />Date:October 22, 2024 City Council Meeting <br />Resolution:Resolution 24-086 Approving the 2025-2026 Agreement between the International Union of <br />Operating Engineers Local No. 49 AFL-CIO Representing the Saint Anthony Public Works <br />Department Employees and the City of Saint Anthony Village <br />BACKGROUND <br />For your approval is a resolution approving the 2025-2026 Agreement between the International Union of <br />Operating Engineers Local No. 49 AFL-CIO representing the Saint Anthony Public Works Department Employees <br />and the City of Saint Anthony Village. <br />The City and Union have an agreed-upon set of peers utilized for comparison for each negotiation. This set of <br />peers is based on the closest comparative department to Saint Anthony Village that considers a combination of <br />city population, department size and scope of services and capabilities. This set of peers is used to determine <br />appropriate wage levels and well as other aspects such as unform allowances, special pay rates, etc. <br />The City also has a practice if applying the appropriate Cost of Living (COLA) adjustment across all positions <br />throughout the city. This amount is determined by a combination of the identified peer and information from <br />around the metropolitan region to ensure wages remain competitive. At times market adjustments are <br />necessary when certain positions market wage pressure exceeds the annual COLA adjustments. <br />The City also follows the common practice of negotiating two-year agreements so negotiations aren’t necessary <br />each year and can provide predictability for the second year’s overall city budget and levy for personnel costs. <br />This year it was evident that wages across all positions were increasing more rapidly than previous years, and <br />market adjustments were needed in order to remain competitive. This was discussed at budget work sessions <br />during the budget and levy process. <br />Through negotiations, the union agreed to a 3% COLA increase for both 2025 and 2026. The union also <br />requested a 6% Market Adjustment for 2025. After careful review of their peers in comparative cities, it was <br />determined a 6% increase would align with those comparative cities. These adjustments were anticipated during <br />the budget and levy discussions in preparation for the preliminary levy approval on September 10, 2024. <br />Other changes in the Public Works Department contract: <br />All snow removal duties are considered Heavy Pay. <br />Increasing clothing allowance from $125 to $200 per year. <br />Increasing Seasonal Emergency Adjustment Pay from $100 to $125 per month.
