<br /> 701 XENIA AVENUE S | SUITE 300 | MINNEAPOLIS, MN | 55416 | 763.541.4800 | WSBENG.COM <br /> <br /> <br /> <br />October 10, 2024 <br /> <br /> <br /> <br />Mr. Charlie Yunker <br />City of Saint Anthony Village <br />3301 Silver Lake Road <br />Saint Anthony, Minnesota 55418 <br /> <br /> <br />RE: Scope of Work and Cost – UST System Removal Services <br />Former Bear Stop <br />3803 Stinson Boulevard <br />Saint Anthony Village, Minnesota 55421 <br />MPCA Tank Site TS0017425; MPCA Leak Site LS0021928 <br /> <br /> <br />Dear Mr. Yunker: <br /> <br />As requested, outlined below is a scope of work and cost estimate to develop the specs, complete the <br />contractor bidding, and provide environmental oversight and management to facilitate the underground <br />storage tank (UST) system removal at the former Bear Stop filling station at 3803 Stinson Boulevard in <br />Saint Anthony Village, Minnesota (Site). <br /> <br />Three 10,000-gallon alcohol blend (gasoline) USTs are present at the northern portion of the Site, <br />below the current fuel island canopy. The USTs are associated with a former filling station (Bear Stop) <br />and were installed in 1988. The USTs remain installed at the Site but have been inactive since 2014. <br />A Minnesota Pollution Control Agency (MPCA) inspection of the Site UST system in November 2015 <br />determined the USTs contained the minimal allowed level of product to remain designated as <br />temporarily out of use. A petroleum leak was discovered at the Site during the completion of WSB’s <br />subsurface investigation in February 2023 (MPCA Leak Site LS0021928). The leak investigation <br />remains active at this time as efforts to delineate the contamination extent and magnitude are ongoing. <br /> <br />WSB understands the City of Saint Anthony Village (City) plans to remove the UST system and fuel <br />island canopy to prepare the Site for future sale and redevelopment. Based on the ongoing Site <br />investigation activities, petroleum impacted soil will be encountered and require proper management <br />during the UST removal activities. The proposed scope of services outlined below will include the <br />development of tank removal work plan documents to solicit contractor bids and environmental <br />oversight services per MPCA guidance. <br /> <br />Task 1 – Quotation Package, Bid Solicitation, and Contract Execution <br /> <br />WSB will prepare a Work Plan and solicit bids from at least three MPCA certified tank removal <br />contractors for the removal and disposal of the UST system and overhead canopy, including Site <br />restoration activities. It is anticipated that a minimum of two competitive bids will be obtained prior to <br />awarding the UST removal contract. Additionally, it is anticipated that WSB will organize and complete <br />one contractor pre-bid walk approximately one or two weeks before the bid deadline. The quotation <br />package will include details pertaining to the following UST/canopy removal, disposal and restoration <br />components/requirements: <br /> <br />• Ramsey County Parcel/City Site information <br />• Contractor statement of qualifications and proof of insurance <br />• City independent contract agreement <br />• Removal and disposal of the overhead canopy <br />27
