Mr. Charlie Yunker <br />October 10, 2024 <br />Page 3 <br />Task 3 – Contaminated Soil Disposal Management <br /> <br />Based on previous investigation activities at the Site, it is expected that petroleum impacted soil will be <br />encountered and require management during the UST removal activities. Per MPCA Guidance <br />Document c-prp3-01, contaminated soil excavated for UST system removals should be returned to the <br />excavation basin, except petroleum-saturated or grossly contaminated soil. For the purposes of this <br />proposal, it is assumed up to 200 cubic yards of petroleum-saturated or grossly contaminated soil will <br />be excavated and hauled off-Site for landfill disposal. <br /> <br />WSB will provide oversight and management of contaminated soils during the excavation activities. <br />Soils that meet the MPCA requirements for reuse as backfill will be segregated from contaminated <br />soils requiring off-Site landfill disposal. WSB will coordinate with the landfill to obtain waste approval <br />on behalf of the City and ensure waste manifests are assigned to each truckload of soil designated for <br />disposal. Following the UST system removal activities, WSB will provide the City with daily field logs <br />documenting the contaminated soil excavation activities and volume of soil hauled offsite to the landfill. <br /> <br />Task 4 – MPCA Coordination <br /> <br />WSB will coordinate with the MPCA prior to, and during the UST system removal activities. The <br />MPCA will require notification if more than 200 cubic yards of petroleum-saturated or grossly <br />contaminated soil will require off-Site landfill disposal. The MPCA may also require additional soil <br />excavation and/or sampling based on the findings of the ongoing Site petroleum leak investigation <br />(LS0021928). <br /> <br />Task 5 – Petrofund Reimbursement Application <br /> <br />Portions of the costs associated with the UST system removal and environmental oversight and <br />sampling will be eligible for reimbursement via the Petroleum Tank Release Cleanup Fund (Petrofund). <br />Following completion of the project, WSB will prepare the Petrofund reimbursement application for <br />eligible costs associated with the management and disposal of petroleum contaminated soil during the <br />UST system removal activities. <br /> <br />Assumptions <br /> <br />The following items are assumed for this Scope of Work: <br /> <br />• It is assumed the total costs for the UST system and overhead canopy removal activities will <br />not exceed $175,000; therefore, a public competitive bid advertisement will not be required. <br />• The tank removal contractor will contract with the City directly for the UST system removal, <br />overhead canopy removal, and Site restoration activities. <br />• The vacant commercial building at the east side of the Site will not be disturbed. <br />• Based on information obtained during the ongoing leak investigation, groundwater is <br />anticipated to be present below 12 feet below grade at the Site. This proposal assumes <br />groundwater dewatering will not be required to facilitate the tank removals. <br />• WSB will contract an analytical testing firm for soil sample analysis. <br />• The fuel dispensers have been previously removed from the site and no removal or disposal <br />of fuel dispensers will be required. <br />• Up to 14 total documentation soil samples will be collected following the UST system removal <br />activities. Additional soil samples may be needed based on the size of the excavation basin. <br />Additional samples beyond those listed under Task 2 will require additional fees. <br />• Up to 200 cubic yards of petroleum-saturated or grossly contaminated soil will require special <br />management and off-Site landfill disposal. <br />• The UST system removal, overhead fueling canopy removal, and contaminated soil disposal <br />activities will be completed in up to four working days. <br />• The designated landfill will be selected by the UST removal contractor. Landfill disposal <br />tickets will be billed to the UST removal contractor directly. <br /> <br /> <br />29
