ST. ANTHONY HOUSING & REDEVELOPMENT AUTHORITY <br />CITY OF ST. ANTHONY <br />HENNEPIN COUNTY <br />STATE OF MINNESOTA <br />HRA RESOLUTION 24-04 <br />A RESOLUTION ORDERING PLANS AND SPECIFICATIONS AND <br />AUTHORIZE SOLICITATION OF BIDS FOR THE <br />REMOVAL OF UNDERGROUND STORAGE TANKS AND SITE CLEANUP AT <br />3803 STINSON BOULEVARD (FORMER BEAR STOP FILLING STATION) <br />WHEREAS,the City of St. Anthony Village is proposing to remove the UST system and fuel <br />island canopy to prepare the Site for future sale and redevelopment; and <br />WHEREAS, based on the ongoing Site investigation activities, petroleum impacted soil will be <br />encountered and require proper management during the UST removal activities; and <br />WHEREAS,Staff has estimated the construction cost at $80,000 for or the UST system and overhead <br />canopy removal activities; and <br />WHEREAS,the fees for WSB engineering to complete the engineering services as noted in the <br />attached scope of work or a fee of $23,310; and <br />WHEREAS,Portions of the costs associated with the UST system removal and engineering services <br />will be eligible for reimbursement via the Petroleum Tank Release Cleanup Fund <br />(Petrofund); and <br />WHEREAS,Staff has prepared and presented a memo detailing the proposed scope of work and <br />whether the proposed project is necessary, cost effective, and feasible, <br />NOW, THEREFORE, BE IT RESOLVED, by the Board (the “Board”) of the St. Anthony Housing & <br />Redevelopment Authority (the “HRA”) that: <br />1)Staff is hereby authorized to prepare bid documents, solicit bids, and provide environmental <br />oversight and management to facilitate the underground storage tank (UST) system removal at <br />the former Bear Stop filling station at 3803 Stinson Boulevard in Saint Anthony Village, <br />Minnesota. <br />Approved by the St. Anthony Housing & Redevelopment Authority this 10th day of December, 2024. <br />_____________________________ <br />Wendy Webster, Chair <br />ATTEST: <br />____________________________ <br />City Clerk <br />37
