City Council Regular Meeting Minutes <br />November 26, 2024 <br />Page 4 <br />1 Water Fund expenditures are comprised of two primary operating functions. Production <br />2 $1,038,888 and Distribution $875,593. The current recommendation includes continuing the <br />3 phase-in of a quarterly fee to support distribution system costs. The quarterly Water Distribution <br />4 Fee will increase by $1.50. For the Adjustment in Usage Rates the current recommendation <br />5 includes the water usage tier rates increases will range from 12-20 cents per 1,000 gallons in <br />6 2025. Water consumption for 2025 is projected at a similar level to 2024. Mr. Yunker reviewed <br />7 the adjustment impacts. <br />8 <br />9 Sanitary Sewer expenditures are comprised of two primary operating functions. Treatment <br />10 $995,456 and Collection $584,010. The current recommendation includes Continuing the phase- <br />11 in of the quarterly fee to support collection system costs. The quarterly Sewer Collection fee will <br />12 increase by $2.00. For the Adjustment in Usage Rates the current recommendation includes to <br />13 continue to manage the growth in usage rates to recognize the revenues provided by the phase-in <br />14 of the Sewer Collection Fee. MCES treatment rate up 15.4% - based on the increase in volume <br />15 plus 5.6% increase in rates. The Sewer Usage Rate will increase to $5.12 per 1,000 gallons. Mr. <br />16 Yunker reviewed the adjustment impacts. <br />17 <br />18 Residential Stormwater rates will have an inflationary increase, while the rates for classifications <br />19 4-6 will be adjusted in greater amounts to move towards closing the gap between St. Anthony’s <br />20 rates and surrounding communities. Mr. Yunker reviewed the rates for Classifications 1-6 in <br />21 2025. <br />22 <br />23 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve Second <br />24 Reading of Ordinance 2024-07 – Amending Multiple Sections of Chapter 33 Sewer, Water, <br />25 License and Permit Fees, Storm Water Facilities. <br />26 <br />27 Motion carried 5-0. <br />28 <br />C.29 Resolution 24-084 – Ratifying the 2025-2026 Agreement Between the International <br />30 Association of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department <br />31 Employees and the City of St. Anthony Village. <br />32 <br />33 City Manager Yunker reviewed The City and Union have an agreed-upon set of peers utilized for <br />34 comparison for each negotiation. This set of peers is based on the closest comparative <br />35 department to St. Anthony Village that considers a combination of city population, department <br />36 size, and scope of services and capabilities. This set of peers is used to determine wage levels as <br />37 well as other aspects such as uniform allowances, special pay rates, etc. <br />38 <br />39 The City also has a practice of applying the appropriate Cost of Living Adjustment (COLA) <br />40 across all positions throughout the City. This amount is determined by a combination of the <br />41 identified peer and information from around the metropolitan region to ensure wages remain <br />42 competitive. At times market adjustments are necessary when certain positions market wage <br />43 pressure exceeds the annual COLA adjustments. <br />44 <br />8
