<br /> <br />Bond Rating comments on Economic Factors, Financial management and Budgets <br /> <br /> Healthy economic metrics, including incomes and wealth levels, in a Twins Cities <br />suburb, supported by consistent valuation growth. <br /> Solid financial position with very strong available reserves, resulting from positive <br />operational performance. <br /> Good financial policies and practices under our Financial Management Assessment <br />(FMA) methodology, and strong institutional framework. <br /> Weak debt and liabilities profile with elevated debt costs, but a manageable pension <br />and OPEB burden and rapid amortization of debt. <br /> Strong operational performance lending to consistent growth in available reserves. <br /> <br />These factors were considered in preparing the City’s budget for the 2023 fiscal year and <br />beyond. <br /> <br />Requests for Information <br /> <br />This financial report is designed to provide a general overview of the City of St. Anthony, <br />Minnesota’s finances for all those with an interest in the government’s finances.
