City Council Regular Meeting Minutes <br />November 26, 2024 <br />Page 5 <br />1 The City also follows the common practice of negotiating two-year agreements so negotiations <br />2 aren't necessary each year and can provide predictability for the second year's overall city <br />3 budget and levy for personnel costs. <br />4 <br />5 This year it was evident that wages across all positions were increasing more rapidly than in <br />6 previous years, and market adjustments were needed to remain competitive. <br />7 <br />8 Through negotiations, the union agreed to a 3% COLA increase for each year of the contract. <br />9 The Union also requested a market adjustment to be at a comparable level to the department's <br />10 peers. After review and negotiations, the union agreed to a 4% market adjustment for 2025. <br />11 <br />12 Mr. Yunker provided a summary of changes in the Police Department contract: <br />13 • Paramedics pay increase from 4% over Firefighters to 8% to align with peers. <br />14 • A 1 % increase for each Longevity tier to also align with peers. <br />15 <br />16 Staff recommends approval of the 2025-2026 Agreement between the International Association <br />17 of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the <br />18 City of St. Anthony Village. <br />19 <br />20 Mayor Webster thanked City Staff for being able to keep the tax levy under 6%. We value the <br />21 dedication of the City employees and see they are paid fairly compared to their peers. Mr. <br />22 Yunker thanked Jennifer Doyle for her work on the negotiations and union contracts. <br />23 <br />24 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution <br />25 24-084 — Ratifying the 2025-2026 Agreement Between the International Association of Fire <br />26 Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the City of <br />27 St. Anthony Village. <br />28 <br />29 Motion carried 5-0. <br />30 <br />31 D. Resolution 24-085 — Ratify'n the 2025-2026 Agreement Between the Law Enforcement <br />32 Labor Services Inc. #186 Local Rqpresenting the St. Anthony Police Department <br />33 Licensed Employees and the City of St. Anthony Village. <br />34 <br />35 City Manager Yunker reviewed the City and Union have an agreed -upon set of peers utilized for <br />36 comparison for each negotiation. The City also has a practice of applying the appropriate Cost of <br />37 Living (COLA) adjustment across all positions throughout the City.
