City Council Regular Meeting Minutes <br />December 10, 2024 <br />Page 5 <br />1 Sanitary Sewer expenditures are comprised of two primary operating functions. Treatment <br />2 $995,456 and Collection $584,010. The current recommendation includes Continuing the phase- <br />3 in of the quarterly fee to support collection system costs. The quarterly Sewer Collection fee will <br />4 increase by $2.00. For the Adjustment in Usage Rates, the current recommendation includes <br />5 continuing to manage the growth in usage rates to recognize the revenues provided by the phase <br />6 in of the Sewer Collection Fee. MCES treatment rate up 15.4% - based on an increase in volume <br />7 plus 5.6% increase in rates. The Sewer Usage Rate will increase to $5.12 per 1,000 gallons. Mr. <br />8 Yunker reviewed the adjustment impacts. <br />9 <br />10 Residential Stormwater rates will have an inflationary increase, while the rates for classifications <br />11 4-6 will be adjusted in greater amounts to move towards closing the gap between St. Anthony’s <br />12 rates and surrounding communities. Mr. Yunker reviewed the rates for Classifications 1-6 in <br />13 2025. <br />14 <br />15 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Final <br />16 Reading and adopt Ordinance 2024-07 – Amending Multiple Sections of Chapter 33 Sewer, <br />17 Water, License and Permit Fees, Storm Water Facilities. <br />18 <br />19 Motion carried 5-0. <br />20 <br />C.21 Resolution 24-094 – Approving Summary Publication for Ordinance 2024-07. <br />22 <br />23 City Manager Yunker reviewed the resolution for approval is a summary publication for the <br />24 Ordinance just approved. <br />25 <br />26 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution <br />27 24-094 – Approving Summary Publication for Ordinance 2024-07. <br />28 <br />29 Motion carried 5-0. <br />30 <br />D.31 Resolution 24-095 – Approving Fourth Amendment to Contract for Private <br />32 Redevelopment Between the Housing and Redevelopment Authority of St. Anthony <br />33 Village, Minnesota, The City of St. Anthony Village, Doran SLV, LLC, Doran St. <br />34 Anthony, LLC, and Doran SLV II, LLC. <br />35 <br />36 City Manager Yunker reviewed this is a resolution approving a Fourth Amendment to Contract <br />37 for Redevelopment with Doran SLV, LLC for the former Walmart site redevelopment, referred <br />38 to as The Ruby. The initial contract for Private Redevelopment contemplated the construction of <br />39 each phase of our Ruby project to be done in two phases. A Second Amendment was requested <br />40 and subsequently approved, which changed the improvement construction commencement and <br />41 completion dates given uncertainties with the recent pandemic. <br />42 <br />43 In December of 2023, a Third Amendment was requested by Doran SLV, LLC and approved by <br />44 the City to further extend the commencement and completion dates due to economic conditions. <br />45 <br />9
