City Council Regular Meeting Minutes December 10, 2024 Page 5 1 Sanitary Sewer expenditures are comprised of two primary operating functions. Treatment 2 $995,456 and Collection $584,010. The current recommendation includes Continuing the phase- 3 in of the quarterly fee to support collection system costs. The quarterly Sewer Collection fee will 4 increase by $2.00. For the Adjustment in Usage Rates, the current recommendation includes 5 continuing to manage the growth in usage rates to recognize the revenues provided by the phase 6 in of the Sewer Collection Fee. MCES treatment rate up 15.4% - based on an increase in volume 7 plus 5.6% increase in rates. The Sewer Usage Rate will increase to $5.12 per 1,000 gallons. Mr. 8 Yunker reviewed the adjustment impacts. 9 10 Residential Stormwater rates will have an inflationary increase, while the rates for classifications 11 4-6 will be adjusted in greater amounts to move towards closing the gap between St. Anthony’s 12 rates and surrounding communities. Mr. Yunker reviewed the rates for Classifications 1-6 in 13 2025. 14 15 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Final 16 Reading and adopt Ordinance 2024-07 – Amending Multiple Sections of Chapter 33 Sewer, 17 Water, License and Permit Fees, Storm Water Facilities. 18 19 Motion carried 5-0. 20 C.21 Resolution 24-094 – Approving Summary Publication for Ordinance 2024-07. 22 23 City Manager Yunker reviewed the resolution for approval is a summary publication for the 24 Ordinance just approved. 25 26 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution 27 24-094 – Approving Summary Publication for Ordinance 2024-07. 28 29 Motion carried 5-0. 30 D.31 Resolution 24-095 – Approving Fourth Amendment to Contract for Private 32 Redevelopment Between the Housing and Redevelopment Authority of St. Anthony 33 Village, Minnesota, The City of St. Anthony Village, Doran SLV, LLC, Doran St. 34 Anthony, LLC, and Doran SLV II, LLC. 35 36 City Manager Yunker reviewed this is a resolution approving a Fourth Amendment to Contract 37 for Redevelopment with Doran SLV, LLC for the former Walmart site redevelopment, referred 38 to as The Ruby. The initial contract for Private Redevelopment contemplated the construction of 39 each phase of our Ruby project to be done in two phases. A Second Amendment was requested 40 and subsequently approved, which changed the improvement construction commencement and 41 completion dates given uncertainties with the recent pandemic. 42 43 In December of 2023, a Third Amendment was requested by Doran SLV, LLC and approved by 44 the City to further extend the commencement and completion dates due to economic conditions. 45 9
