Water restrictions-enforcement and fees for non-compliance.This was discussed in 2024, reviewed using an enforcement <br />approach. Proposed non-compliance fees will be presented <br />to Council in 2025. <br />Add code language to specify that rain sensor is required on new watering systems and put in place a <br />mitigation plan/promotion to encourage existing systems install a rain sensor. <br />Review city use of sprinklers to ensure behavior and compliance to minimize water usage and adhere to <br />same standards we will hold residents to. <br />Use of permeable surfaces in new developments and re-developments. <br />Incentive for property owners to remove unused impermeable surfaces. <br />Zoning policy establishing a maximum allowable area of new impervious surfaces in commercial district. <br />Revisit recent ordinance change not recognizing pervious pavers.Dsicussed in 2024. Pervious pavers are allowed, but will <br />count towards the impervious surface coverage of a <br />property and is not considered in itself a pervious surface to <br />expand otherwise impervious surface. <br />Consider establishing a revegetation fund to help residents pay to have dead trees removed and replaced <br />with more hardy species. <br />Use the city's RFP process to negotiate a reduced rate for homeowners who choose to use a single vendor <br />for tree removal. <br />Explored with engineering firm. City was advised not to take <br />this approach since it does not result in a reduced rate. <br />Climate Plan Action Notes <br />Monitor counties programs for feasibility of providing residents with curbside compost removal.Staff are currently having conversations with Ramsey and <br />Hennepin Counties about their programs.
