City Council Regular Meeting Minutes <br />January 14, 2025 <br />Page 3 <br />1 Focus on ensuring access and reducing barriers to care — especially financial barriers — serve <br />2 clients that are uninsured, underinsured, and low income. <br />4 NYFS has longstanding partnerships with 16 municipalities, 5 law enforcement agencies, 3 <br />5 school districts, and Ramsey County Attorney's Office and Sheriff's Department. The Board is <br />6 largely comprised of City Council Members from municipal partners. <br />7 <br />8 Ms. Everts presented information on FY 2023-24 Statistics: Clients; Mental Health Programs; <br />9 Community Service Programs; and Restoring Power Program: Domestic and Sexual Violence. <br />10 She reviewed the State of Youth Mental Health in Minnesota and plans for Innovating into the <br />11 Future. More Information is available from Angela Lewis-Dmello, MSW, LICSW President, and <br />12 CEO an ,ela.lewisdmello «n fs.ors,, — 651-379-3404 or at www.n�.org. <br />13 <br />14 Also provided for Council consideration were the NYFS General Brochure, Restoring Power <br />15 Program, FY24 Report, Community Advocate Professional Services Agreement 2025, St. <br />16 Anthony Village and NYFS Agreement 2025, and Resolution 25-017. <br />17 <br />18 Councilmember Doolan referred to the number of clients to be covered in St. Anthony not <br />19 including those served by the Police Department or School District. <br />20 <br />21 Mayor Webster stated she appreciates how staff is hired and the different ways of attracting <br />22 professionals to the positions. <br />23 <br />24 Councilmember Doolan asked about the difference between contracted services and community <br />25 services programs. Ms. Everts explained the two different programs. Councilmember Doolan <br />26 asked about the youth being served and how they are referred. Ms. Everts stated they are mostly <br />27 referred by schools or police departments. <br />28 <br />29 Mayor Webster stated St. Anthony has had a contract with NYFS for a number of years. She <br />30 thanked Ms. Everts for the services provided to St. Anthony. <br />31 <br />32 Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve Resolution <br />33 25-017 — Approving the 2025 Agreement with Northeast Youth and Family Services (NYFS). <br />34 <br />35 Motion carried 4-0. <br />36 <br />37 X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />38 <br />39 City Manager Yunker had no report. <br />40 <br />41 Councilmember Randle had no report. <br />42 <br />43 Councilmember Doolan stated in late December she had a discussion with Girl Scouts regarding <br />44 water conservation. In early January, she started collecting some activities that had been <br />45 completed. She has been meeting with the managers at the multiple -family housing complexes to <br />46 set up meetings. She went to a MN Cities Climate Coalition Meeting earlier today. On January <br />
