• Qualified spending on eligible work must occur between January 1, 2025, and December 31, 2025.

<br />The program is administered by eligible cities, which are those that have had a measurable flow rate within 20
<br />percent of the permitted flow limit, and which St. Anthony is one of those cities. Cities applied for a block of
<br />funding and are responsible for determining eligibility of applicants and administration of funds.
<br />
<br />SAINT ANTHONY PROGRAM CRITERIA
<br />The City’s application was submitted to MCES on November 25, 2024. Staff were notified on December 27, 2024
<br />that St. Anthony was awarded $35,000 for the 2025 program year. The MCES program guidelines are attached
<br />to this memo for reference.
<br />The City will use the same criteria for eligibility in 2025 as it did in 2024:
<br />• City will accept applications from May 1 - May 31. If any funds remain unallocated, a second round may
<br />be opened on July 1 and applications will be reviewed on a rolling basis until all funds are allocated.
<br />• Property must be owner-occupied and not used for rental purposes.
<br />• Prioritize applications meeting equity criteria (income verified with 2024 Federal tax return).

<br />To include an equity criterion component for the program, staff used the FY2024 income limits summary utilized
<br />by the Metropolitan Council, which are based on the Federal Housing of Urban Development (HUD) limits. Then
<br />graduated the maximum assistance based on those limits as presented below:
