ANTHONY <br />HOUSING AND REDEVELOPMENT AUTHORITY MEETING <br />December 10, 2024 <br />CALL TO ORDER. <br />Chair Webster called the meeting to order at 8:10 p.m. <br />ROLL CALL. <br />Present: Chair Webster, Commissioners Doolan, Elnagdy, Jenson, and Randle. <br />Absent: None <br />Also Present: Executive Director Charlie Yunker and Assistant City Manager Ashley Morello. <br />Others Present: Doran SLV, LLC representative Evan Doran, WSB Senior Environmental Scientist Ben <br />Fehr and WSB Senior Project Manager Jeffrey Rice. <br />I. APPROVAL OF DECEMBER 10, 2024 H.R.A. AGENDA. <br />Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the December <br />10, 2024 Housing and Redevelopment Authority Agenda as presented. <br />Motion carried 5-0. <br />II. CONSENT AGENDA. <br />A. H.R.A. Meeting Minutes of October 8 2024 <br />Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the Consent <br />Agenda as presented. <br />Motion carried 5-0. <br />III. PUBLIC HEARINGS — NONE. <br />IV. GENERAL POLICY BUSINESS OF THE H.R.A. <br />A. HRA Resolution 24-03 — Approving Fourth Amendment to Contract for Private <br />Redevelopment Between the Housing and Redevelopment Authority of St. Anthony, MN <br />The City of St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC and Doran <br />SLV II, LLC. <br />Executive Director Charlie Yunker reviewed this is a resolution approving a Fourth Amendment <br />to Contract for Redevelopment with Doran SLV, LLC for the former Walmart Site <br />redevelopment, referred to as The Ruby. <br />The initial Contract for Private Redevelopment contemplated the construction of each phase of <br />our Ruby project to be done in two phases. A Second Amendment was requested and <br />subsequently approved, which changed the improvement construction commencement and <br />completion dates given uncertainties with the recent pandemic. <br />
