ORDINANCE NO. ___ 1 CITY OF ST. ANTHONY HENNEPIN AND RAMSEY COUNTY, MINNESOTA AN ORDINANCE AMENDING THE ST. ANTHONY CITY CODE, BY AMENDING SECTIONS 150 - 154 RELATING TO LICENSING REQUIREMENTS FOR SINGLE FAMILY DETACHED RENTAL UNITS THE CITY COUNCIL OF THE CITY OF ST. ANTHONY HEREBY ORDAINS: Section 1. Section 15X.XX is hereby amended to add the following: (X) Single Family Rental Housing. (1) Purpose: The City of St. Anthony Village hereby limits the total number of rental single family dwellings to the limitations of this Section. No license for rental housing shall be issued if the number or percentage of existing single family detached dwellings being rented in the applicant zone exceeds the allowance for that zone; nor may any such license be issued for rental of any single family detached dwelling if the total number of rental dwellings exceeds the applicable number or percentage identified in this Section for the City overall. (2) For the purposes of licensing single family detached dwellings, the City is sectioned into 4 zones as shown on Figure XX-1, generally described as follows: a. Zone 1 – all of the City north of 37th Avenue NE. b. Zone 2 – all of the City between 33rd Avenue NE and 37th Avenue NE. c. Zone 3 – all of the City between 29th Avenue NE and 33rd Avenue NE. d. Zone 4 – all of the City south of 29th Avenue NE. (3) Each Zone shall be limited to the maximum number and/or percentage of rental licenses issued to single family dwellings as follows: a. Zone 1: 5% of the single family detached dwellings, or 7 such dwellings, whichever is less. b. Zone 2: 4% of the single family detached dwellings or 30 such dwellings, whichever is less. c. Zone 3: 4% of the single family detached dwellings or 31 such dwellings, whichever is less. 23
