<br /> <br />City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />February 11, 2025 <br /> <br />Roll Call: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers, Jan Jensen, Lona Doolan and Nadia Elnagdy <br />Absent: Councilmember Thomas Randle <br />Planning Commission: <br />Commissioner Corey Erickson, Barbara Anderson, Minerva Hark, Mike Mayne, Mike Corneille, <br />Absent: Chair Meredith Socha and Commissioner Paul Morita <br />Staff: <br />City Manager Charlie Yunker, Assistant City Manager Ashley Morello, and City Planner Stephen Grittman <br />(contracted) <br /> <br />Others present: Tim Sullivan, RDC Architects and representatives from the Abu-Huraira Islamic Center <br /> <br />Call to Order: <br />Mayor Wendy Webster called the Work Session to order at 5:30 p.m. <br /> <br />Property Redevelopment Concept Presentation: <br />Mayor Webster welcomed everyone to the meeting. Following introductions, Ms. Morello and Mr. <br />Grittman provided some context for the meeting and the site. Ms. Morello explained that the property <br />owner team had approach staff a few weeks ago to describe their proposed concept. The proposed <br />project had a large scope and potential large application. As a result, the project redevelopment team <br />was interested in obtaining feedback from City Council and the Planning Commission before submitting <br />a formal application. <br />Mr. Grittman explained that the 3055 Old Highway 8 property is zoned industrial. The proposal included <br />considering the parcel in two sections: the north and south section. The north section, currently a <br />parking lot, is proposed as three residential apartments which match the aesthetic of the surrounding <br />single-family homes. The southern section, which currently has a building, would be either retrofit or <br />new, to include apartments and commercial uses, more in line with a mixed use. The development team <br />then walked the group through their project and provided context for the existing building and lot. <br />The group discussed opportunities for the site. The Planning Commission and City Council generally <br />agreed that they would be supportive of modifying the zoning from industrial land use. The Planning <br />Commission and City Council further appreciated that the proposed apartment buildings on the <br />northern portion would match the aesthetic of the surrounding residential neighborhood.
