ANTHONY VILLAGE STATE OF MINNESOTA RESOLUTION 25-022 A RESOLUTION CALLING A HEARING FOR THE 2025 STREET AND UTILITY IMPROVEMENTS WHEREAS, pursuant to direction of the City Council of the City of St. Anthony Village, a report has been prepared with reference to the improvements: Street & Utility Reconstruction • Macalaster Drive from 39th Ave to Railroad Mill and Overlay • 39th Avenue NE from Stinson Boulevard to Silver Lake Road • 30th Avenue NE from Stinson Boulevard to Silver Lake Road • Armour Terrace from Roosevelt Street NE to Silver Lake Road • Murray Avenue from Roosevelt Street NE Coolidge Street NE • 29th Avenue NE from Silver Lake Road to Highway 88 • Roosevelt Street NE from St. Anthony Boulevard to 30th Avenue NE • Wilson Street NE from St. Anthony Boulevard to 30th Avenue NE • Coolidge Street NE from St. Anthony Boulevard to 29th Avenue NE • Anthony Lane N from 29th Avenue NE to Cul-de-sac Miscellaneous Construction • Central Park o Removal and replacement of the existing bituminous trail o Removal and replacement of the existing basketball court surface o Installation of new storm sewer along trail to address drainage • Pedestrian Safety Improvements o Installation of the pedestrian refuge to enhance the existing pedestrian crossing on Silver Lake Road at 34th Avenue NE. o Bituminous overlay of existing sidewalk along St. Anthony Boulevard from the south City boundary to the bridge • Replacement of a damaged hydrant at the intersection of Skycroft Drive and Downers Drive o Removal and replacement of existing hydrant o Removal and replacement of concrete roadway pavement o Installation of new valve for future maintenance • Foss Road Lift Station Bypass Improvements o Installation of new force main bypass for future City maintenance. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that: 1.) The Council will consider the improvement of such street and utilities in accordance with the report and the assessment of abutting property for a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $3,041,700. 2.) A public hearing shall be held on such proposed improvements on the 22nd day of April 2025, in the Council Chambers of the City Hall at 7:00 P.M. or as soon thereafter as possible, and the Clerk shall give mailed and published notice of such hearing and improvements as required by 77
