The table below <br />shows the most common and recommended minimum rating systems and their <br />associated levels by building type. <br />*For projects with MHFA funding, it is recommended that the MN Overlay version be used. <br />Establish City Overlay Criteria <br />Below we lay out the most common overlay criteria. Where possible, criteria are <br />performance-based, which gives developers flexibility, and drives innovation and cost <br />efficiencies. Cities should prioritize criteria for adoption that balance needs for <br />implementation with city goals to ensure policy success. <br />It is also important to note that as environmental and economic conditions change, <br />flexibility within each criterium is valuable. For that reason, it is recommended that a <br />department director be charged with promulgating the detailed overlay requirements. It is <br />also critical to include a third-party verification component in the policy. Verifiers should <br />be proposed by the developer and acceptable to the city. <br /> <br />3
