April 15, 2025 <br />Page 3 <br /> <br />• Provision of parking supply data from other related projects. <br />• Supplementary shrub planting (in addition to the proposed tree planting) along the north <br />boundary of the for screening of the parking area above the retaining wall. <br />• Addition of shrub and perennial grass planting along the south wall of the building. <br /> <br />Variance to Impervious Surface. To increase the parking supply on the site, the applicant has <br />extended the parking and drive aisle farther to the east, adding 5 spaces for a new total of 16. The <br />extension of the parking results in an increase in impervious surface to an estimated 54.3%, over the <br />standard coverage of 50%. The applicant seeks variance to accommodate this increase in surface <br />coverage. <br />As with other variances, consideration is required to be given to whether there are unique <br />conditions on the property that create practical difficulties in putting the property to what would <br />otherwise be a reasonable use. The site is zoned R-4, Multi-Family Residential, accommodating <br />residential uses of up to 40 units per acre. At a lot size of under one acre, and frontage of just 125 <br />feet, the site configuration greatly diminishes the potential development of the site under the R-4 <br />zoning. Even if the site were to include the requisite 75% of required parking for 40 multi-family <br />units underground, the code would accommodate more than a dozen spaces as surface parking. <br />Development of this remaining infill site relies on variances from zoning standards to make it <br />reasonably usable. <br />That said, impervious surface standards have been rigorously applied to prior applications. In this <br />case, the City Engineer’s office was asked to provide additional comment on the stormwater <br />management of the site, and whether a variance from the standard 50% coverage would be <br />supportable.
