The existing site is undeveloped, with the majority of runoff flowing northeast to <br />an existing regional pond. There are existing City storm sewer pipes running west to east across <br />the north end of the site and south to north across the east end of the site. The proposed site <br />includes a two-story building, parking lot, and biofiltration basin. <br />Due to the unique nature of the site, a variance to the City impervious cover limits appears to be <br />justified. The narrow parcel, further encumbered by existing storm sewer, limits possible site <br />layouts. The proposed site maximizes tributary flows into a BMP to provide water quality <br />treatment and rate control. Beyond stormwater management, this biofiltration basin will provide <br />aesthetic enhancements and habitat improvements to the site. The proposed native seeding mix <br />will provide an important landscape space for pollinators and other wildlife in a region of the City <br />otherwise dominated by turfgrass. <br />With the proposed additional imperious, the developer must continue to demonstrate that water <br />quality treatment and rate control is provided in accordance with City and Rice Creek Watershed <br />District requirements; it is likely that the proposed biofiltration basin will require some redesign to <br />accommodate more impervious surface. Additionally, it is recommended that the developer <br />maximize native landscaping across the site and propose trees above the required minimum to <br />help offset the loss of natural space with increased impervious.
