City Council Regular Meeting Minutes <br />April 8, 2025 <br />Page 5 <br /> <br />Councilmember Doolan thanked Ms. Saulog for her work on this, and it is an outstanding plan. 1 <br />She noted the energy efficiency goal is 75%, which is much higher than the electrification goal. 2 <br />Councilmember Dolan asked about the renewable energy goal. Community Facilitator, Megan 3 <br />Weck, stated the goal is 12 subscriptions a year. Councilmember Doolan appreciates the 4 <br />community opportunities. She asked if a church is interested in doing an energy audit, how do 5 <br />they get started. Ms. Sofia Troutman from Xcel suggested they check out the nonprofit energy 6 <br />savings program. Councilmember Doolan asked if someone buys an electric vehicle or does an 7 <br />electrification, are they automatically eligible for cost savings. She asked if this program will 8 <br />help people get the most from rebates. Ms. Saulog stated that electrification is more about 9 <br />changing from natural gas to electricity rather than vehicles. They can include information on 10 <br />electric vehicles. Ms. Troutman stated that sometimes the contractor may take off the rebate from 11 <br />their cost or they may apply for the rebate for the purchaser. 12 <br /> 13 <br />Mayor Webster commented that she appreciates the strategy of the Home Energy Squad and 14 <br />appreciates the fee is reduced based on a family’s income. 15 <br /> 16 <br />Motion by Councilmember Doolan, seconded by Councilmember Jenson, to adopt the Energy 17 <br />Action Plan for St. Anthony Village. 18 <br /> 19 <br />Motion carried 4-0. 20 <br /> 21 <br />a. Resolution 25-027 – Approving a Memorandum of Understanding (MOU) with 22 <br />Xcel Energy for the Partners in Energy Implementation Plan. 23 <br /> 24 <br />A copy of the Memorandum of Understanding was provided for Council review. 25 <br /> 26 <br />Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve Resolution 27 <br />25-027 – Approving a Memorandum of Understanding (MOU) with Xcel Energy for the Partners 28 <br />in Energy Implementation Plan. 29 <br /> 30 <br />Motion carried 4-0. 31 <br /> 32 <br />C. Ordinance 2025-01 – Regulating the Sale of Tobacco and Related Devices and Products. 33 <br /> 34 <br />City Manager Charlie Yunker reviewed the Ordinance 2025-01 An Ordinance Regulating the 35 <br />Sale of Tobacco and Related Devices and Products. The presentation provided by the 36 <br />Association for Nonsmokers-MN was provided for Council reference. This is the Final Reading 37 <br />and adoption of the Ordinance. 38 <br /> 39 <br />Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to adopt Ordinance 40 <br />2025-01 – Regulating the Sale of Tobacco and Related Devices and Products. 41 <br /> 42 <br />Motion carried 4-0. 43 <br /> 44 <br />D.
