MEMORANDUM <br />To:Mayor Webster and St. Anthony Village City Council <br />Charlie Yunker, City Manager <br />From:Stephen Grittman, City Planner <br />Date:City Council Meeting – April 22, 2025 <br />GC Project No.140.00 <br />Request:General Code Amendments <br />Property Address:NA <br />Property PID:NA <br />PROJECT DESCRIPTION <br />The attached ordinance presents the third and final reading of a series of proposed code <br />amendments for consideration and discussion. This version continues to show redlining to <br />identify the changes from current code, with yellow highlighting to identify updates made for <br />prior versions, and gray highlighting for changes since the Council’s first reading on this <br />ordinance on March 25, 2025. Only the first section relating to Fees (and the ability of a <br />permittee to request an extension) required amendment per the comments made at the first <br />reading. The code sections are again summarized briefly below to assist in the Council’s <br />discussion and review, and notations are made reflecting the comments from the prior reviews. <br />Also attached is a “clean” version of the ordinance presenting the final expected version, <br />without past references or redlining. <br /> PRIOR ACTION <br />The Planning Commission held a public hearing on items specifically related to zoning actions. <br />The Commission passed many of these on for eventual adoption by the City Council, which staff <br />has prepared as a package with both zoning and general code items. <br />On March 25, 2025, the City Council held its first reading of this ordinance, following a March <br />11, 2025 worksession. The City Council held a second reading of the ordinance on April 8, 2025. <br />PROPOSED ORDINANCE SECTIONS <br />Section 1. This language incorporates a penalty fee clause for property owners who proceed to <br />do work without the requisite zoning or other applicable permits. The Building Code (separate <br />from the City Code) imposes a double-fee for those who undertake a construction project <br />67
