April 22, 2025 <br />Page 4 <br />This is a verifiable standard, and while not perfect, there are a variety of smartphone apps that <br />provide an easy method of approximating decibel measurements to aid in ensuring compliance. <br />(NO CHANGES) <br />Section 15. Dangerous Dogs. This section is proposed to be updated to add definitions for <br />various terms used in the text of the existing code (and makes one statutory reference update). <br />The definitions are for “Dangerous Dog”, “Potentially Dangerous Dog”, “Proper Enclosure”, and <br />“Substantial Bodily Harm”. These definitions are drawn largely from statute, and/or from <br />representative ordinances in nearby communities. <br />(NO CHANGES) <br />Section 16. Temporary “For Rent” Signs on Rental Property. This update adds a category of <br />temporary sign to allow residential property owners to display a notice during times when they <br />are actively attempting to rent a dwelling unit. The ordinance language is written to specify <br />that the sign may be displayed during those times. However, we are not permitted to require <br />that such signs only advertise the rental. This would be a content-based regulation, which we <br />cannot require. Instead, we rely on the likelihood that most landlords will use this opportunity <br />to provide notice of the vacant dwelling, rather than for other speech. <br />(NO CHANGES) <br />SUMMARY/COUNCIL ACTION <br />The revisions are intended to reflect City Council discussion and direction on this group of Code <br />Updates.
