City Council Regular Meeting Minutes
April 8, 2025
Page 2

C. Claims. 1
D. Resolution 25-025 – Accepting Grants and Donations Received in the 1st Quarter of 2
2025. 3
4
Motion by Councilmember Doolan, seconded by Councilmember Elnagdy, to approve the 5
Consent Agenda items. 6
7
Motion carried 4-0. 8
9
VII. PUBLIC HEARING - NONE. 10
11
VIII. REPORTS FROM COMMISSION AND STAFF. 12
13
A. Resolution 25-026 – Approving a Request for a Conditional Use Permit for An Electric 14
Dynamic Display Sign at 2708 33rd Avenue NE in the R-1 Single Family Residential 15
Zoning District. 16
17
City Planner Steve Grittman reviewed the City Council is asked to consider Resolution No. 25-18
026 approving a Conditional Use Permit for a digital (electronic) display sign for the Faith 19
United Methodist Church, replacing the existing ground sign reader board, based on findings as 20
noted in the resolution and with conditions that the sign will continue to meet all required 21
operational standards and any other applicable City Code requirements. 22
23
The applicant is proposing to upgrade an existing ground sign for message displays located at 24
2708 33rd Avenue NE. The ground sign would be located along the north side of the building, 25
adjacent to 33rd Avenue in the location of the current sign. Because a portion of the sign is 26
proposed to include an electronic digital display, the sign requires a Conditional Use Permit 27
pursuant to Section 157.24 of the City’s Sign Ordinance. 28
29
The Planning Commission reviewed the request at a public hearing on March 18, 2025. 30
Comments were received from two neighbors of the church via email and phone, one of whom 31
attended the hearing. Objections were made primarily over concerns related to current conditions 32
and traffic, and concern that the sign may have the potential to shine into nearby homes. Based 33
on a review of the proposed sign and the applicable regulations, the Planning Commission 34
adopted the findings in the staff report and recommends approval of the CUP request, with 35
conditions related to compliance with code requirements applicable to dynamic display signs. 36
37
Mr. Grittman noted the proposed sign, to remain in compliance with the terms of the CUP and 38
City Code will be required to have monochrome text only on a dark background, and the City 39
Code also requires that such signs be dimmed at night to minimize glare. While this aspect was 40
not explicitly written into the original conditions of approval, it has been added for further 41
clarity. 42
43
The Planning Commission and Staff recommend approval of the requested Conditional Use 44
Permit for an electronic dynamic display sign at 2708 33rd Avenue NE with the following 45
condition: 46
8
