MEMORANDUM <br /> <br /> To: City Council, City of Saint Anthony Village <br />From: Richard Sonterre, City Code Official <br />Date: April 22, 2025 City Council Meeting <br />Request: Abatement Process and Request 3208 Skycroft Drive <br /> <br /> <br />The City of St. Anthony Village mission statement is “to promote a high quality of life to those we serve through <br />outstanding city services.” We put a priority on making sure that properties are maintained as they result in <br />higher property values which transforms into better neighborhoods, schools and a place of doing business. <br /> <br />Since 2020, city staff has made numerous attempts through in-person, educational materials, violation notices <br />and direct mail in an attempt to encourage Mr. John Kelly who resides at 3208 Skycroft Drive in St. Anthony. <br />Many of the violations started as complaints from his neighbors while others were proactive actions from code <br />enforcement inspectors. <br /> <br />The violations were documented both in written form as well as numerous photos which have been taken over <br />the past several years. I have included various photos and observation dates and efforts for you to view. The <br />common violations were vehicles in inoperable condition, expired registrations, significant amount of household <br />items and debris stored both outside on the front drive as well as in the vehicles themselves. <br />Various areas that code compliance focuses on are the health, safety and welfare of both the residents and their <br />properties. Keeping significant debris in areas for long periods can promote rodent harborage. This can have far <br />reaching consequences for the neighboring properties from both a safety standpoint as well as an overall <br />negative impact on their residences. In short, this large amount of debris does detract from the other well <br />maintained properties on this street. <br />The amount of debris and household items on this property has been changing over the years. One area that has <br />not are the vehicles that have been parked and used as storage vessels for the debris. <br />Our goal over the years has been to try to work with Mr. Kelly. We have tried numerous times to speak to him <br />be it in person or over the phone and numerous letters have been left at his residence asking him to call the City <br />Code official directly. However, we are continually being ignored. The abatement process is in our opinion is the <br />only option left to gain any resolution on this matter. <br />We are asking that following violations be abated at the property: <br />• Vehicle with expired tabs and used as a storage vessel, plate RFJ-905 <br />• Vehicle used as a storage vessel, collector plate 025719 <br />• Commercial vehicle not meeting the parking requirements in an R-1 zoned property, plate LM8407 <br />• Any household items/debris stored outside on the front yard, including the driveway, which we will <br />work with him to identify the specific items <br /> <br /> <br />93
