GENERAL FUND REVENUES <br />•Liquor transfer to the General Fund will increase to $300,000, an increase of $25,000 from 2024. <br />•2025 State funded Local Government Aid reflects increases by only $921. <br />•Police contracted services is estimated to increase by $68,688, a 7% increase. <br />•Excess Tax Increment collections are projected to increase by $100,000 in 2025. <br />•Use of one-time public safety aid received in 2023 of $233,766 <br />The HRA Budget and Levy is proposed at the same amount as 2023, 0% Levy increase. <br />Infrastructure Improvements / Debt Levies <br />The 2025 HRA Budget and Levy is proposed at the same amount as 2024, 0% Levy increase. <br />The 2025 Debt Related Levies and Street improvement Levies are proposed to increase by $0 over the 2024 <br />combined debt levies. The 2025 Street project includes a Street and Utility reconstruction, a mill and overlay <br />plan for streets and alleys, and a possible repaving of Central Park trail and basketball court. The transitioning of <br />the debt levy to infrastructure levy began with 2024 Levy. The 2025 debt levy certified will be $1,479,020. This is <br />a decrease of $447,714 compared to the 2024 debt levy. This decrease in levy will allow the City to increase its <br />Infrastructure Levy by the same sum. The results in a combined flat levy impact for the street improvement <br />program for a sixth consecutive year. <br />Capital Fund Levies <br />CAPITAL FUNDS <br />The 2025 Capital Improvement Program (CIP) levy is proposed to increase by $60,000. The 2025 Building <br />Improvement levy is proposed to increase by $17,500, the Park Improvement levy us proposed to increase <br />$15,000. These levy increases are recommended for the health of the city’s long-term capital improvement <br />plans. Council reviewed the Capital Improvement Plan in October. <br />Levy <br />The total for all levies is $9,682,183.
