April 22, 2025 St. Anthony Council Work Session - 4 <br /> <br /> <br /> <br />Councilmember Elnagdy stated she has called the Fire Department a number of times but only about the <br />smell of gas. She asked how those calls are classified. Fire Chief Diaz stated those are the hazardous <br />materials calls, and in those cases, an investigation is done. <br /> <br />Fire Chief Diaz reviewed the Organization Plan with Additions of Six Additional Staff improving <br />capability. <br />• Adds capability to staff both an engine and a rescue truck. <br />• Maintains response times at current call volume load. <br />• Reduces volume for “callback” of personnel. <br />• Allows dispersal of daily shift priorities. <br />• Provides additional personnel for critical calls. <br />• Improve retention by limiting “burn out” of current staff. <br />• Recruitment – eliminates the need for annual hiring of part-time staff. <br /> <br />Fire Chief Diaz reviewed the SAFER Grant (Staffing for Adequate Fire and Emergency Response) and <br />noted it is highly competitive with a 5% Success rate. Councilmember Doolan asked about the details of <br />the grant, which Fire Chief Diaz explained. <br /> <br />Councilmember Jenson asked how many hours a week firefighters work. Fire Chief Diaz stated they <br />work a rotation calendar for three weeks, they work every day, and then get 5 days off. If headcount <br />was added, overtime may go lower. If there were additional headcount, the schedule would most likely <br />not change. <br /> <br />Councilmember Doolan asked about the price difference between a full-time picking up overtime hours <br />versus a part-time picking up a shift. Fire Chief Diaz stated the part-time paid-on-call have requirements <br />they need to meet as far as hours worked. <br /> <br />Fire Chief Diaz reviewed the 5-year Implementation Plan. <br /> <br />2025-2027 <br />• Hire three firefighters/paramedics. <br />• Reduce paid on-call staff accordingly. <br />• No annual paid on-call recruiting. <br />2025 Cost <br />• 3 Firefighters/EMT - $341,370 <br />• 3 Firefighters/Paramedic - $364,908 <br />2028-2030 <br />• Hire three firefighters/paramedics. <br />• Reduce paid on-call staff to maximum of 10. <br />• No annual paid on-call recruiting. <br />2024 Recruiting Cost - $77,000 <br />• Hiring Process - $9,000 <br />• Training - $20,000 <br />• Gear, Uniform, and Pager - $48,000 <br /> <br />2024 Recruiting Class was 8 individuals. <br /> <br />6
