City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />Minutes <br />April 29, 2025 <br /> <br />Present: <br />Mayor & Council: <br />Mayor Wendy Webster, Councilmembers Lona Doolan, Nadia Elnagdy, and Jan Jenson. <br /> <br />Absent: Councilmember Thomas Randle. <br /> <br />Staff: <br />City Manager Charlie Yunker <br /> <br />Others: <br />Saint Anthony – New Brighton School representatives; Ben Phillip, Chair, Board Members Michael <br />Overman, Dr. Cassandra Palmer, Laurel Hood, Laura Oksnevad, Dr. PJ Striker. Dr. Renee Corneille, <br />Superintendent and Hope Fagerland, Executive Director of Academics <br /> <br />Call to Order: <br />Mayor Wendy Webster called the Work Session to order at 6:00 p.m. <br />Mayor Webster welcomed the group and thanked everyone for attending. Mayor Webster reviewed the <br />aspiration statements that were drafted by St. Anthony Villagers for Equity and Community and <br />described how those statements have informed work in the community in recent years. <br /> <br />1. Work Session Topics <br /> <br />A. School District Updates <br /> <br />Chair Phillip shared general updates on internal engagement efforts across the district, work on the <br />upcoming budget approval this Summer, and recognized recent staff and school award recognitions. <br /> <br />Chair Phillip discussed a new student entrepreneur class that is new within the past two years. It is a <br />collaboration between a student entrepreneur club and the formal class to teach business skills. School <br />representatives brought product samples of St. Anthony themed merchandise the students are selling at <br />school events and working on a better online presence. <br /> <br />Superintendent Corneille expressed thanks to the St. Anthony Police and Fire Chiefs for their <br />involvement with critical incident response planning and shared a success story with a recent medical <br />incident at the school. Corneille reiterated her appreciation for a positive working relationship. <br /> <br />2. Work Session Topics <br /> <br />B. City Updates <br /> <br />Mayor Webster reviewed the 2025 City Pyramid and provided brief updates on the efforts in 2025 so far <br />on the Climate Plan, GreenStep, Active Transportation Planning, City Council engagement, Mayor’s <br />Youth Council, Affordable Housing efforts, Police Department recruitment and implementation of Falcon <br />Heights policing, Fire Department staffing needs, Public Safety Facility exploration, Cannabis retail <br />exploration, and recent tobacco ordinance updates. <br />8
