Memorandum

To: Ashley Morello, St. Anthony Village Assistant City Manager

From: Bill Alms, PE, Water Resources Project Manager
Katie Koscielak, Municipal Project Manager
Henry Meeker, Water Resources Graduate Engineer

Date: April 3, 2025

Re: Impervious Cover Variance – Able View Assisted Living – 0 Foss Rd

WSB has reviewed Land Use Application #9555 for the Able View Assisted Living site dated
February 2, 2025. The existing site is undeveloped, with the majority of runoff flowing northeast to
an existing regional pond. There are existing City storm sewer pipes running west to east across
the north end of the site and south to north across the east end of the site. The proposed site
includes a two-story building, parking lot, and biofiltration basin.

Due to the unique nature of the site, a variance to the City impervious cover limits appears to be
justified. The narrow parcel, further encumbered by existing storm sewer, limits possible site
layouts. The proposed site maximizes tributary flows into a BMP to provide water quality
treatment and rate control. Beyond stormwater management, this biofiltration basin will provide
aesthetic enhancements and habitat improvements to the site. The proposed native seeding mix
will provide an important landscape space for pollinators and other wildlife in a region of the City
otherwise dominated by turfgrass.

With the proposed additional imperious, the developer must continue to demonstrate that water
quality treatment and rate control is provided in accordance with City and Rice Creek Watershed
District requirements; it is likely that the proposed biofiltration basin will require some redesign to
accommodate more impervious surface. Additionally, it is recommended that the developer
maximize native landscaping across the site and propose trees above the required minimum to
help offset the loss of natural space with increased impervious.
131
