Building Design and Other Elements <br />•Enhance south building wall and roofline to avoid flat wall design <br />toward the shallow setback. <br />•Maintain No-Parking along street access for emergency response. <br />•Limit additional impervious surface, including under-deck surfaces. <br />•Add landscape treatments to south building wall area. <br />•Discuss elements of sustainability - note that 25% of the site is <br />planted in natural landscape materials. <br />Assisted Living CUP/Variances <br />Staff Recommendation <br />Planning Commission and staff recommend approval of the project, including the Conditional Use Permit, <br />Variance for side setback, Variance for parking, and Variance for impervious. The land use is clearly within the <br />intent of the zoning ordinance. <br />For the setback variance, staff believes that the existing site dimensions dictate the need for shifting the <br />building toward one side property line or the other. No other multi-family building could be built on this <br />property as zoned, without a similar setback variance. <br />Staff supports the variance as modified. Requiring expensive parking construction that would go unused <br />would unnecessarily increase costs with little or no return in project quality. <br />Staff further supports the impervious surface variance, with the recommendations of the City Engineer, <br />specifically noting the increase in parking supply and improvements to the site plan and use of the property. <br />35
