MEMORANDUM <br />To:Saint Anthony Village Parks and Environmental Commission <br />From:Minette Saulog, Sustainability Coordinator <br />Date:June 2, 2025 <br />Request: Climate Plan Recommendations to City Council <br />BACKGROUND <br />In April and May 2025, PEC convened for two work sessions. PEC reviewed policy-based action items in <br />the Saint Anthony Village Climate Plan areas of Energy (April session) and Transportation (May session) <br />and staff provided status updates on each action item. <br />Several of the action items are in progress due to participation with Partners in Energy, upcoming <br />MnDOT Active Transportation Planning and the ongoing Solar on Public Buildings projects. <br />For select action items discussed in part at the two PEC work sessions, City Council consideration is <br />required and will be the topics of an upcoming City Council work session on July 22. <br />These action items and their Climate Plan focus area are listed below: <br />-Consider adopting a sustainable building policy for all new and remodeled construction projects. <br />(Energy) <br />-Address financial barriers for low-to-moderate-income residents by reducing or waiving permit <br />submission fees for solar panels. (Energy) <br />-Consider adopting a policy on publicly-facing charging infrastructure. Determine the most <br />effective locations for EV charging stations at public facilities in SAV. (Transportation) <br />The multi-family EV charging ordinance discussed at the May work session is back with the Planning <br />Commission for further review and will also be brought to the July 22nd work session. <br />STAFF SUMMARY <br />Recommendations and comments from April PEC work session on sustainable building policies are <br />compiled for review in attached presentation. Staff are also sharing new information regarding solar <br />permitting and public EV charging action items. Any additional feedback should be shared directly with <br />the Sustainability Coordinator prior to or after this meeting. <br />NEXT STEPS <br />Staff will incorporate PEC input from these last several meetings to prepare materials for the City <br />Council work session on July 22, 2025. <br />ATTACHMENTS <br />Climate Plan Items Presentation
