City Council Regular Meeting Minutes <br />July 22, 2025 <br />Page 3 <br />1 Liquor Operations Manager Larson reviewed a PowerPoint presentation of the mid -year report <br />2 for St. Anthony Village Liquor Operations. He reviewed Convenient Locations, Mission <br />3 Statement, Vision Statement, The Value of Municipal Liquor Operations, The Value of St. <br />4 Anthony Village Wine and Spirits, Conditions Through June 2025, January — June 2025-2024 <br />5 Sales and Profit Comparison, 2025 Sales Projection, 2025 Net Income Projection, 2025 <br />6 Accomplishments, 2025 Q1 and Q2 Accomplishments, Where We Are Now, and Looking <br />7 Ahead to 2026. Further information on the Liquor Operations can be found at SAVMN.COM. <br />8 <br />9 Councilmember Randle commented that lower numbers were bound to happen. He stated the <br />10 liquor operations in St. Anthony are great. <br />11 <br />12 Councilmember Doolan agreed, and she recognized how well Mr. Larson knows the business. <br />13 She appreciates his leadership. <br />14 <br />15 Mayor Pro Tem Jenson stated he agrees with other comments and commended Mr. Larson on <br />16 having actions identified. Liquor sales are declining, and THC product sales are increasing. Mr. <br />17 Larson stated that the average number of products at each sale is skyrocketing. <br />18 <br />19 Mayor Webster stated she is grateful for Mr. Larson sharing that alcohol trends are decreasing <br />20 and THC products are increasing. This data is not surprising. <br />21 <br />22 X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />23 <br />24 City Manager Yunker had no report. <br />25 <br />26 Councilmember Randle stated he provided an update from the last Sister Cities meeting. He <br />27 reviewed the schedule for the visitors from Salo, Finland. <br />28 <br />29 Councilmember Doolan stated on July 14 that she attended the Silver Lake Homeowners <br />30 Potluck. On July 15, she attended the League of Minnesota Cities workshop on Land Use <br />31 Decision Making. On July 16, she attended the Met Council Land Use Advisory Commission <br />32 Meeting. On July 18, she attended a meeting in Columbia Heights. Yesterday, she attended the <br />33 "Skip the Small Talk" event at Hayden Grove. She thanked Village Gardeners for their work in <br />34 preparation for VillageFest. She also thanked Public Works for their assistance. <br />35 <br />36 Councilmember Elnagdy had no report. <br />37 <br />38 Mayor Pro Tem Jenson stated that on July 10, he attended the Ramsey County Local League of <br />39 Government Subcommittee Meeting. On July 11, he attended the St. Paul Regional Waterworks. <br />40 On July 16, he attended the Northeast Youth and Family Services Finance Committee Meeting. <br />41 <br />42 Mayor Webster thanked Mayor Pro Tem Jenson for leading the meetings in June and July. She <br />43 thanked the Council for sending her a plant and to Councilmember Randle for delivering a rib <br />44 dinner. She thanked Councilmember Doolan for attending the community events she was unable <br />45 to attend. She is looking forward to participating in VillageFest. <br />46 <br />
