She asked if this <br />5 software would be used for MWMO and NineNorth. Ms. Maloney stated they will need to <br />6 investigate that further. <br />7 <br />8 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution <br />9 25-046 – A Resolution Authorizing the purchase of ClearGov Budget Software. <br />10 <br />11 Motion carried 5-0. <br />12 <br />B.13 Resolution 25-047 – Cannabis Dispensary - Municipal Cannabis Store Exploration. <br />14 <br />15 Municipal Liquor Operations Manager Mike Larson reviewed a PowerPoint – Exploration: <br />16 Retail Cannabis. The agenda includes Decision to Explore Retail Cannabis Store, Market Forces <br />17 Impacting Municipal Retail, Municipal Retail Operations Overview, Our Competitive <br />18 Advantage, Understanding Cannabis, Vision for the Retail Experience, and Budget/Scope. <br />19 <br />20 Mr. Larson reviewed the Opportunities presented by opening a cannabis retail location: <br />21 Natural Extension of Current Municipal Retail Operations. <br />22 Alignment with Mission and Core Values. <br />23 Promote Product Knowledge and Education. <br />24 Boost City Revenue. <br />25 Offset Decline in Alcohol Revenue. <br />26 <br />27 Mr. Larson reviewed the reasons why a cannabis retail location should fall under the Municipal <br />28 Liquor Stores: <br />29 Serves the Community – Provides access to regulated, high-quality products that meet <br />30 community needs. <br />31 Generate City Revenue – Supplies revenue to support City services and development <br />32 initiatives. <br />33 Control the Sale of Legal Consumables – Ensure responsible distribution through proper <br />34 oversight and enforcement. <br />35 <br />36 City Manager Yunker reviewed the Fiscal Reality, including the St. Anthony Village <br />37 Constraints. Research was done comparing it to other States that have sold cannabis for several <br />38 years. The competitive advantage was reviewed. <br />39 <br />40 Mr. Larson reviewed Consumption Trends and Outlook, Revenue Opportunity, Minnesota vs. <br />41 Mature Cannabis States, Why St. Anthony Village Retail is a Competitive Advantage, Mission & <br />42 Values, Three Stores.
