MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:August 12, 2025 <br />Request: Waiver of Plat Requirements <br />BACKGROUND <br />3605 Downers Drive is a single family parcel with an existing structure. Adjoining the east boundary of <br />that parcel is a narrow strip of land approximately 2 feet in width and running the depth of the subject <br />property, about 238 square feet overall. The owners of 3605 Downers Drive have acquired that strip of <br />land through a County process, and the County would like to combine the two for purposes of property <br />identification, now that they have a common owner. <br />The City’s subdivision ordinance normally requires a plat for most lot configuration changes. This can be <br />an expensive and burdensome process. However, the Subdivision Ordinance (Section 153.08 – <br />Subdivision Without Platting) provides a waiver where the City Council agrees that the process in <br />unnecessary or overly burdensome, given the conditions. Staff believes the proposed situation is <br />unnecessary, and to accommodate the owner and County’s request, have provided the attached <br />resolution. <br />RECOMMENDATION <br />Staff recommends the adoption of Resolution No. 25-055, approving the lot combination and waiver of <br />platting process as specified in said resolution. <br />ATTACHMENTS <br />Resolution 25-055 <br />16
