MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:August 12, 2025 <br />Request: Rental Housing Ordinance – 1st Reading <br />BACKGROUND <br />This memorandum forwards an ordinance related to rental housing and the regulation of single-family <br />detached rental housing by type and number. <br />The first Ordinance, No. 2025-04, updates the draft ordinance that has been the subject of prior <br />Planning Commission public hearing and discussion, and various work session reviews over the past <br />several months. This ordinance is written to accomplish the following consensus elements from those <br />prior discussions: <br />Create better definitions for residential dwelling uses (in both the Zoning and the Rental <br />Housing chapters. <br />Specify the prohibition of single-family detached residential dwellings in Saint Anthony Village in <br />the various zoning districts <br />Create a limit on the number of rental dwelling licenses that can be held by any individual or <br />business organization. This clause requires applicants to disclose other rental dwellings in the <br />City in which they hold an ownership interest, and limits their maximum licenses to four. <br />Establish a limit of single family detached licenses in the City overall, setting that limit at 80 <br />(approximately 4% of the existing single family housing supply), and further establishing a limit <br />for each segment of the City as defined in the ordinance – the limit for any one Subarea also <br />being approximately 4%. Per prior discussion, a fixed number is used, rather than percentage, <br />for ease of administration. Rental single-family units total 58 per current records. <br />Establish an Exception clause which permits the City staff to issue rental licenses in excess of the <br />prescribed limits where a hardship situation is found to exist. The clause lists examples such as <br />“military deployment, physical or health issue, temporary business or study leave, or similar <br />events”. <br />RECOMMENDATION <br />If the attached drafts are found to accurately reflect the Council’s direction, Staff recommends approval <br />of the first reading of Ordinance No. 2025-04. <br />If approved, the next reading would occur on August 26, 2025. <br />ATTACHMENTS <br />Ordinance No. 2025-04 <br />23
