City Council Regular Meeting Minutes <br />August 12, 2025 <br />Page 2 <br />1 <br />2 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the <br />3 Consent Agenda items. <br />4 <br />5 Motion carried 4-0. <br />6 <br />7 VII.PUBLIC HEARING - NONE. <br />8 <br />9 VIII.REPORTS FROM COMMISSION AND STAFF. <br />10 <br />A.11 Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City Code to <br />12 Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />13 <br />14 City Planner Grittman reviewed the City Council's considered regulations related to Electric <br />15 Vehicles (EV) charging in a recent workshop, following the Planning Commission’s <br />16 consideration of an ordinance at a public hearing in June 2025. The Council reviewed the staff <br />17 ordinance along with the Commission’s comments and directed staff to develop an ordinance for <br />18 formal Council consideration. <br />19 <br />20 The ordinance developed by staff under consideration was based largely on ordinances adopted <br />21 by New Brighton and Roseville. The ordinance provides the following modifications from the <br />22 prior version, per Council discussion: <br />23 <br />24 Revises the terminology in subp. (a) referring to “Commercial Parking Lot”, which could <br />25 raise confusion for this purpose. <br />26 Modifies the Table of required charging stations to: <br />o27 Eliminate charging station requirements for Commercial and Industrial property. <br />o28 Revise the Charger level to require a minimum of Level 2 chargers, replacing the <br />29 references with Level 1 charging. <br />o30 Provides in subp. (b) a definition of Level 2 charging based on US Department of <br />31 Energy guidelines. <br />o32 Provides in subp. (h) a definition for Level 3 charging, again based on USDE <br />33 guidelines. <br />o34 Adds a new provision in subp. (i) clarifying that this ordinance does not prohibit <br />35 the installation of additional EV Charging facilities over the ordinance minimums. <br />36 <br />37 Staff recommends approval of the 1st Reading of Ordinance No. 2025-03, based on the City’s <br />38 objectives as stated in its annual Goal Setting activities and its Sustainability Plan. <br />39 <br />40 This applies to new and reconstructed parking lots. <br />41 <br />42 Councilmember Jenson stated that this is clear and easy to understand. He does not see an impact <br />43 on existing multi-family units. <br />44 <br />45 Councilmember Doolan stated she supports having the commercial component removed. She <br />46 feels the percentages need to be greater. She hopes developers will think of this as an amenity. <br />18
