MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:August 26, 2025 <br />GC Project No.140.00 <br />Request: Electric Vehicle Charging Regulations <br />BACKGROUND <br />The City Council considered regulations related to Electric Vehicle (EV) charging in a first reading of <br />proposed Ordinance No. 2025-03 on August 12, 2025. The Council reviewed the draft ordinance along <br />with the Planning Commission’s comments, and directed staff to modify the first reading draft. <br />The second reading (attached) increases the required minimum number of chargers for all projects at <br />least 10 parking spaces to 10%, with all chargers required to be at least Level 2 or greater. <br />The City Council also asked for additional background research on the number of electric vehicles in the <br />State. Note that <br />based on the data from Minnesota Public Utilities Commission, half (50 percent) of the total EV <br />registrations is located in Hennepin and Ramsey Counties. It is also reported that of all vehicles <br />purchased in 2024, approximately 7% were Electric Vehicles. <br />CONCLUSION AND STAFF RECOMMENDATION <br />Staff recommend approval of the 2nd Reading of the attached Ordinance No. 2025-03, based on the <br />City’s objectives as stated in its annual Goal Setting activities, and its Sustainability Plan. <br />57
