Parks and Environmental Commission Regular Meeting Minutes <br />June 2, 2025 <br />Page 4 <br />1 <br />2 Ms. Saulog stated she and Ms. Morello took a tour of Silverwood, and it was a lot of fun. <br />3 <br />4 VI.GENERAL BUSINESS <br />5 <br />A.6 Climate Plan Items <br />7 <br />8 Sustainability Coordinator Minette Saulog presented a PowerPoint of Climate Plan Items for <br />9 the City Council Work session. The goal for tonight’s meeting is: <br />10 Recap what PEC has discussed – sustainable building policy. <br />11 Share new information regarding solar permitting and public EV charging. <br />12 Review comments have been captured. <br />13 Send any additional feedback directly to the Sustainability Coordinator after tonight’s <br />14 meeting. <br />15 Consider adopting a sustainable building policy for all new and remodeled <br />16 construction projects (Energy focus area). <br />17 Address financial barriers for low-to-moderate-income residents by reducing or <br />18 waiving permit submission fees for solar panels (Energy focus area). <br />19 Consider adopting a policy on publicly facing charging infrastructure. Determine the <br />20 most effective locations for EV charging stations at public facilities in SAV <br />21 (Transportation focus area). <br />22 Review multi-family EV charging ordinance (Transportation focus area). <br />23 <br />24 Ms. Saulog provided a summary of the April 2 Work Session. The summary included: What <br />25 type of approach would work best for St. Anthony? – Mandatory approach, scoring approach, <br />26 or suggestion approach. What priority impacts do we want to target in a City overlay? What <br />27 types of projects do we want this policy to apply to? – Such as zoning and/or size of building. <br />28 <br />29 Staff Recommendation to Council: <br />30 Establish sustainable building ordinance for future multi-unit developments, and <br />31 commercial/industrial developments, in PUD Zones and/or over a minimum square <br />32 footage size (TBD). <br />33 Discuss whether separate ordinances are needed for multi-unit and <br />34 commercial/industrial, or if the same ordinance can apply. <br />35 Regarding all single-family projects, a suggested approach for sustainable building is <br />36 recommended. Determine the applicability threshold for the definition of single-family <br />37 (more than 3 units? 4?). <br />38 <br />39 Ms. Saulog reviewed staff notes pertaining to addressing financial barriers for low-to- <br />40 moderate-income residents by reducing or waiving permit submission fees for solar panels. <br />41 <br />42 Staff Recommendation to Council: <br />43 There is no precedent for fee waivers based on income for any other permits issued by <br />44 the City. <br />45 Administrative costs must be covered by the collection of fees.
