MEMORANDUM <br />To:Saint Anthony Village City Council <br />From:Stephen Grittman, City Planner <br />Date:September 23, 2025 <br />Request: Waiver of Plat Requirements <br />BACKGROUND <br />3205 Roosevelt Street NE is a single family home that lies across the common property line of two <br />parcels with one existing structure. Each of the two underlying parcels is 50 feet in width and 180 feet <br />in depth, with 9,000 square feet, and total of 18,000 square feet between the two lots. The owner is <br />seeking to construct an addition to the existing home that would cross the common property line. <br />Under current building and zoning regulations, the existing condition would prohibit that addition. To <br />construct the addition, and remove the existing nonconformity, the owner would like to combine the <br />two parcels into a single lot, eliminating the common boundary line that raises the issue with code. <br />The City’s subdivision ordinance normally requires a plat for most lot configuration changes. This can be <br />an expensive and burdensome process. However, the Subdivision Ordinance (Section 153.08 – <br />Subdivision Without Platting) provides a waiver when the City Council agrees that the process in <br />unnecessary or overly burdensome, given the conditions. Staff believes that a plat for this combination <br />is unnecessary. The combination would bring the building parcel into conformance, accommodate <br />reinvestment in the structure, and should not result in any confusion as to legal description or other <br />complication. To accommodate the owner’s request, staff have provided the attached resolution. <br />RECOMMENDATION <br />Staff recommends the adoption of Resolution 2025-060, approving the lot combination and waiver of <br />platting process as specified in said resolution. <br />ATTACHMENTS <br />Resolution 2025-060 <br />19
