MEMORANDUM
To:Saint Anthony Village City Council
From:Charlie Yunker, City Manager
Date:September 23, 2025
Request: Police Services Contract with the City of Lauderdale, MN
BACKGROUND
Throughout 2024, the City explored and ultimately agreed to a contract with Falcon Heights to provide
police services and return to a three-city partnership for policing Saint Anthony Village, Lauderdale and
Falcon Heights.
As part of that process, the contract for police service was updated with the intention of having
mirrored contracts with both partner cities, as was past practice. While the exploratory process with
Falcon Heights was taking place, the existing contract with Lauderdale approached renewal and was
extended as-is for one year at Lauderdale’s request, and approved by the Council on August 15, 2024.
Now that the extension is approaching renewal, it is time to update the contract with Lauderdale to
mirror the contract with Falcon Heights. This will also align the timeframe of both contracts to be the
same so any future desired modifications can more easily be discussed and ratified by all three partners.
All aspects of the contract are identical to the Falcon Heights contract with one exception of excess
liability being carried by the city. Lauderdale expressed that carrying excess liability above the current
level is cost prohibitive and has proven to be more than sufficient over the many years of partnership.
As a result, staff concluded that the existing level of excess liability is sufficient for Lauderdale to carry
and does not present undue risk for either partner.
The City of Lauderdale is also approving this contract as part of their Council agenda on this same date.
RECOMMENDATION
Staff recommends approval.
ATTACHMENTS
Police Services Contract with the City of Lauderdale
Resolution 25-061
24
