City Council Regular Meeting Minutes <br />August 26, 2025 <br />Page 7 <br />1 Councilmember Doolan asked what a payback period would be on changing the lighting to LED. <br />2 It is the right thing to do long-term. <br />3 <br />4 Councilmember Elnagdy asked what the cost of three hockey rinks in the City is and maintain <br />5 them. <br />6 <br />7 Mayor Webster stated that we want to be mindful of the tax levy and its impact on our residents. <br />8 She noted there is consensus for setting the preliminary levy at the higher amount, knowing that <br />9 it can be lowered. <br />10 <br />11 Councilmember Doolan asked when we will have an idea about the County and State levy. She <br />12 requested an example of a house value and the impact of all levies. Ms. Maloney stated that it <br />13 will be available at the Truth in Taxation hearing. <br />14 <br />2.15 Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City Code to <br />16 Provide for Regulations Related to Electric Vehicle Charging Requirements. <br />17 <br />18 Assistant City Manager Ashley Morello reviewed the City Council's consideration of regulations <br />19 related to Electric Vehicle (EV) charging in a first reading of proposed Ordinance No. 2025-03 <br />20 on August 12, 2025. The Council reviewed the draft ordinance along with the Planning <br />21 Commission’s comments and directed staff to modify the first draft. <br />22 <br />23 The second reading increases the required minimum number of chargers for all projects with at <br />24 least 10 parking spaces to 10%, with all chargers required to be at least Level 2 or greater. <br />25 <br />26 The City Council also asked for additional background research on the number of electric <br />27 vehicles in the State. There are various sources for this data, including a comprehensive list kept <br />28 by the Minnesota Public Utilities Commission (broken down by individual registration, make, <br />29 and County of registration), as well as the Minnesota Department of Public Safety, which <br />30 maintains total statistics on all vehicle registrations in the State. <br />31 <br />32 Ms. Morello reviewed a table illustrating the recent years of EVs and total vehicles. <br />33 <br />34 The data shows that the percentage of total registrations has been rising steadily for EVs. Note <br />35 that, based on the data from the Minnesota Public Utilities Commission, half of the total EV <br />36 registrations are in Hennepin and Ramsey Counties. It is also reported that of all vehicles <br />37 purchased in 2024, approximately 7% were Electric Vehicles. <br />38 <br />39 Staff recommends approval of the 2nd Reading of the Ordinance No. 2025-03, based on the <br />40 City’s objectives as stated in its annual Goal Setting activities, and its Sustainability Plan. <br />41 <br />42 Mayor Webster thanked Ms. Morello and stated she found the data provided helpful. <br />43 <br />44 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve 2nd Reading <br />45 of Ordinance 2025-03 – An Ordinance Amending Section 154.179 of the City Code to Provide <br />46 for Regulations Related to Electric Vehicle Charging Requirements. <br />11
